IF you are a spouse or dependent -- YOU will NEED to have your Military Sponsor (the Servicemember) with YOU when you go to have the new ID Card made --- that is the ONLY way it will be done (I know this -- I am the Military Retiree/Single Parent -- and have to be there when I get my children's ID cards done).

IF you are the Military Sponsor (Active, Guard, Reserve, Retired), then most Reserve, Guard, or Active Bases/Posts/Shipyards will have a Personnel Office and should be able to issue you a new card, as long as you have your current ID card and/or orders.

IF you are none of the above -- then you do not get issued a new Military ID card.

Most Guard and Reserve units have an Admin Section that can do it for you. I'm retired from the navy. I live 200 miles from the nearest base. The local National Guard unit has always done it for me.

Yes, the sponsor needs to be there if a dependent is getting an ID, true.

The person getting the ID does not need "orders" or the "old ID." All Reserve Admin Activities have full access to the DEERS data base. If the sponsor isn't in the DEERS data base then you've got bigger trouble then just where to get an ID.

I have had one done at a reserve base. If you are a spouse, you may need some paperwork from the military member.

Try searching online for military bases in In. Thats about it. You take the identification you have and go there and get it made. I don't think you have to go to the base you will be stationed at.

The base you are assigned to will give it to you, or if you are dependent, then phone the base that the service member is assigned to and ask them.
