Start by qualifying yourself to teach English, Math, Science, History, Government, a foreign language, speech and fine arts. If you can't do all these things, you shouldn't deprive your son of a proper education.
If he has a sister, the prom will be really weird.

I know many kids who were homeschooled, and I'm telling you, you do not want to do it. Not only is it a lot of time on your part, but your son will become rather anti-social if he doesn't get out there and mingle with kids his age, and learn with them.
If you still want to, you can go to a public school nearby, and they will give the paperwork.

Read The Teenage Liberation Handbook by Grace Llewelyn. It shows so many things, one of which is that the parent does not have to be the teacher.

Start out by finding an acredited program.
Here is a good one: http://www.aop.com
Then all he has to do is complete the bookwork turn it in and viola: High school diploma.
At this age you really will not need to homeschool with him.

You should look into local/state associations of homeschool parents, I imagine there would be several in that area. They should be able to give you information about California law and resources you can use.
You can start here: http://www.californiahomeschool.net
