In general, yes. In particular, if you use city services (water, electricity, sewage, etc.), the answer is yes. And, unless you've got blueprints on file and the City Engineer has signed off that your construction meets all of the local building code requirements, you'll *never* get either Insurance or Financing.

Sky Harbor is an exception (as are all other controlled airfields) since they are under Federal Jurisdiction (Sky Harbor is on Federal Land) and they are controlled by the local Airport Authority.

Many times airports are separate entities. They have their own government, police, regulations, etc. Architectural plans are not necessary for having a building approved. Many times, to get a building permit, all you need is a basic site plan.
