The Petronas Tower is technically considered 1480 feet, while the Sears Tower is approximately 1700 feet. However, there is an antenna that extends much past the 1480 feet mark on the Petronas Tower. The dome like shape on the top of the tower adds a good 300 or so feet, and makes the building technically taller than the Sears Tower.

If you measure from bottom (Where you enter the tower) to top, Petronas is taller because it is built to be taller (including mast...)
However, if you measure the top point of Towers as Elevation (Relative to sea level), sears tower stands 2030 ft above sea level and that makes it taller.
chicago elevation 587 ft (average) and Kualal lumpur 72ft (average)

They wanted to build the tallest buidling in the world. But the Dubai tower, and the 1776 building in New York (if it is ever built) will be taller.
