It's a con.

If you've played a lottery, a claims line number or address should always be on it. Phone them of write. E-mail notification just indicates someone trying to rip you off

You didn't win anything. The next thing they will ask you for will be your bank account information so that they can make a deposit in your account. This is a scam. They will use this information to drain your bank account.
