You coudl have both. Actually, here is a wedding center in my town that has a dance hall with a side room containing a pool table, sitting area and game tables! That is one idea, if you have a big enough space. My uncle actually did something similar. The hall were they had their reception was attached to a pub with a game room. If worked nicely because guests coudl move back and forth. There was no bar at the wedding, but guests who wanted to drink could and those who wanted to dance could.

If money allows, have a dance lesson. Most people can learn a few simple dance steps in one session. You could have it the week before the wedding, as one of the wedding functions, and you could have it tied to another function, if time is a problem. If you want just the bridal party and a couple friends, great too. Serve food, that will usually get the guys to show up. In these days of week long wedding celebrations, filled with spa days, golf rounds, bachelor and bachelorette parties, rehearsal, and multiple parties, whats one more thing to do? You could have it on bachelor night out, and have everyone meet there, not telling them what they are there for, then go party!
Hire a DJ for the wedding, and have a varitety of music. Tell him you want some dancable songs from each generation of people invited, and have him throw in a walz or two. The older folks will appreciate it, the grooms friends will have something familiar, and there will be a choice of music to dance to, for everyone.

The best solution for this is to hire a GOOD DJ/MC. They will know what songs to play to get the party going, but they will also play the slower ballroom songs for the bride and groom. Otherwise make out a VERY detailed list of songs you want played.

I would either rent a DDR(Dance Dance Revolution) Machine, or work something out with DJ and have the game available.
A wedding reception is fun with Dancing, I would encourage that the guys be made to dance... if not then make their best game available... invite lots of girls, they will work up the courage.

Tell them to suck it up, and dance. Especially if they are single, it will be great! that is how i met my current GF. Random ballroom dancing at a party.

I would ring them in.
have the person who will be the emcee of sorts, refer to them constantly to get them partners to dance (all in good fun, of course).
You might be surprised, but have some faster number for them to dance to
