There are only 2 rides he won't be able to go on
- Indiana Jones Adventure (46 inches)
- Autopia: (52 inches to go alone) but he can go with an adult

I took my so when he was 2 and 3 and both times he was able to ride all of the rides we wanted to. I know most of them like dumbo, tea cups, buzz lightyear, and a bugs life it didn't matter how tall they were. I think there are only a very few that have height requirements.
He will have a blast I'm sure. Go earlier in the day to avoid the long lines!

He will be able to do most of the rides. Only a few, rollercoasters and such, have a height requirement. That ranges from 42-54 inches, depending on the ride. All of the park maps note height requirements.

They don't need to be a certain height. there is plenty for a toddler to do. Been there done that. I have a 6 year old and a 4 year old.

It's usually 48 inches (with shoes) for most rides. They have tons of "kiddie" rides for kids his age though so he'll most likely have a good time.

go to california adventure land instead, ther are more kiddy rides there.
OR toon town on disney side
