Corgis are a British breed, so they can tolerate cooler temperatures and are more comfortable in cooler weather. My Pembroke Corgi would pant heavily whenever the temp got over about 85.

We never clipped him though, as the undercoat serves as insulation from the heat as well as the cold.

Since dogs don't sweat through their skin their coats can protect them in both extremes of temperature. Corgis are naturally adapted to temperate climates, being that the British Isles is where the breed was developed.
I live in VA and no temp here ever gave mine a problem as long as they had plenty of fresh water and a shady place to relax. No dog can handle unrelenting sun or shortage of water. Nor can they cope with artificial levels of heat like being left in a car.
If I lived in a tropical climate I'ld still want a Corgi and although the coat may not be as glorious, I think they'ld be just fine. In seriously hot conditions I have shaved their bellyies so they can lie on the cooler ground and rid themselves of excess heat that way.

Because of their coat length & thickness and muzzle build, they can handle more extremes of temperature either way than, for example, a Boxer or Bulldog. Dogs with very short coats & not much to no undercoat plus brachycephalic (pushed in) noses tend to not do well in heat or cold. Corgis are not as limited as dogs like these.
