It totally depends on what you like to drink, and how much you have to spend!
If you look at the Wine Spectator website, they rate wines and the higher the number, the better the wine. Those are wines that you would probably be able to find pretty easily in a local wine shop.
But some might say the best wine you could buy would not be in a wine store, but in a private collection somewhere waiting for auction. Those are the dusty old bottles of French wine from the 1920's or so.

The kind that you can afford and that you like. For some, that's a 1988 Napa Cabernet, for others, it's a 2005 Beringer White Zin. It's whatever is best for you.
PS - an opus one and dom perignon are horribly overpriced for the quality. Don't judge a wine on price alone. I could tell you better quality wines for under $60. And if you aren't familiar with wines, then spending over $100 on a bottle of wine is a waste of your money. A $30 of Raymond Cabernet (which is quite good) would suit you more than an overpriced $100 bottle.

It entirely depends on your personal taste in wine. I've had wines for less than 10 dollars that were excellent and I've had wines that were well over 30 dollars a bottle that were horrible. Price does not always coincide with quality.
The best thing you can do is to seek out local wine suppliers such as a winery or a shop that specializes in wine. The point of going to such a place is to taste the wines they offer to determine what you like best.
A BYOB wine tasting party is also a nice way to get exposure to many different types of wines. The more you sample, the more you'll develop a sense of what you like and don't like.

Well, that really depends. I’m assuming that you aren’t looking for a $10,000 bottle, yes they do exist, but believe it or not 1 out of every 3 of them has turned vinegar by the time it is opened.
So let’s say you are talking about something that can be purchased locally.
Red: Opus One – This isn’t my favorite, especially when you take into consideration how much it costs, but it well know as a consistent top wine. It comes from Napa Valley, CA.
Sparkling: Dom Perignon – Well know as the top sparkling wine (it’s actually a champagne). I enjoy it very much, albeit not so often, even taking into account the price.
White: Inniskillin (Riesling) – This would have to be my favorite “white wine.” It’s not your traditional serve-with-chicken-or-fish white wine, but if you are willing to experience what it has to offer you will not be disappointed. It is well respected throughout the wine community and has a price tag to match.
