Ikea generally is a reasonable price. They tend to have lot's of variety in patterns as well - from plain to intricate.

It's just as expensive to make your own curtains..... I did that and ended up buying the curtains that I really liked. Check the clearance aisles of Wal-Mart, K-Mart, and Target. Depending on how many windows you have, you can get out for under fifty bucks for the whole shabang.

I found that with a nice rod that a shower curtain makes a beautiful curtain and much less expensive .Can you sew? I make mine I also make a Quilt to match .

Try Ikea...they have lots of neat stuff, and it is really affordable. Also, of course there is Wal-Mart, and Target and such.
