Chances are, you can't. You may find an older Chi for free somewhere, but finding a Yorkie of any age is going to be tough... they're very expensive dogs. I can almost guarantee nobody is giving puppies of either breed away for free.
Check your local paper, especially any local "free ads" (ie where you can PLACE an ad for free...people don't like to pay to give something away). Check your local craigs list too (www.craigslist.com) if you have one in your area (which you likely do).
If you are willing to take a dog that LOOKS like a chi or yorkie, pay attention to your local shelters. They won't be free, but some are as little as $40 dollars or so (most are more, but still under $100 in most cases). Occasionally you'll find purebreds there too, but you'll pay more in many cases (and they go FAST).
Chi's and Yorkies are not low maintenance dogs (as most purebreds are not), so be sure that you have the financial resources you'll need for future vet bills, etc. They can be very expensive dogs to own (as most toy breed purebreds are). Additionally, if someone IS giving away such a high demand dog for free... chances are there are probably some behavioral or health issues making it difficult for the people to keep the dog (or sell it for what it's worth). There's really no such thing as a "free" animal.

Check your local papers, they usually have a lot of mix puppies listed for free. Purebreds will usually cost you money. I recommend http://www.petfinder.com this site lists shelters from all over the country. you can search by breed, sex, age, location, etc. Of course since you will be adopting there will be some sort of fee involved (could be anywhere from like $25-100 plus) but this includes fixing or at least you will receive a coupon for a free fix. You can find pups to seniors on there. Please consider adopting! 27 million unwanted pets are turned into shelters each year.

Sorry, but Nobody in their right mind just gives dogs away or sells them for less than going price. Even rescues will charge you several hundred for a Yorkie and even then they are usually older. Unless you are willing to pay, adopt and older dog, or get a mixed breed, you are outta luck. And you said that it would lift a weight off your shoulders. Are you not aware of how much work and how big of a responsibility a dog is? Especially a puppy?! They create weight, not remove it.

Not likely to find a free small puppy. If you would take an adult, you should check out the shelters and rescues in your area. Good luck.

i know how you feel, but it is very hard to find free small dogs, people just dont let them go for free, because there is a demand for them, and people are willing to pay. usually if you find one for free, there is a health concern or problem with the animal

In Greece there are many rescued puppies in shelters. I suppose where you live there must be such foundations. So do the right thing and adopt one!

Try your humane society.
They should pay for you to have it spade or neutered too.
But they might not have the kind of dog you want,or it may be too old for you.. depends on what you want.
But try to look around for them, there should be several in your town..
