Sorry - you ran through all my alternatives - you will have to just keep working on it scraping off a fraction at a time. YUCK!

Use some warm bleach water and a heavy duty scrub brush, or a wire brush. Good luck. Wall paper is a decorators worst nightmare.

there is no easy way to remove the foil based wall paper. you can sand it and paint over it. if the paint loosens the wall paper you can remove it then.

spray a little 3-in-1 oil behind the foil, or where it has been scraped away. wait about five minutes and see if the adhesives is soft, then just scrape away

There is a tool-- tiger? something like that-- that creates small openings-- allowing your ???? to get behind the foil. Did you try the enzyme dissolver? I don't remember the name.
