Of course the debt hasn't gone away! Why should it? Interest makes it get bigger, not smaller! You won't get a driver licence anywhere in Canada or the US until you work something out with Saskatchewan to pay it off. And no, you can't bankrupt your way out of liability debts. As an insurance broker who does vehicle registrations as well, who will soon have driver licence issuance added, I can tell you I have seen this before. Non-payment of child support in another province restricts you as well.

Getting your license in Alberta would oblige you to have an Albertain adress. If you are moving there you should have no problem in theory. The provincial DMV will surely do a back up check with your prior province...but then again, as stated before me, driver's licenses are a provincial matter therefore differ from one province to another. Check out the Alberta gov. website for more info.

Driving in Canada is a provincial responsibility so you probably won't have a problem. Insurance, on the other hand, may be more difficult.
