You might try looking into some type of place that does work for ex gang members and such. I know there is an organization in Houston that helps people with that but am unsure of the name or anything further. Sorry I couldn't be of more assistance. Good luck but I think you are going to have to end up paying yourself in order to get it removed.

Safely would be laser removal... but the only way I have ever heard of getting it done for free is like for ex-gangsters with tattoos that symbolize their pasts. I know there are organizations that work with individuals in those circumstances to help them to move on with their lives. Other than that you would be stuck with a bill of a few thousand dollars and a few painful doctors visits.

Nowhere.

Tattoo Removal when safe is far from cheap, even.
But Free removal is terribly dangerous.
Save up , suck it up, or stop rushing into tattoos...

You could always go with a coverup?

This is a time consuming technique. You pack the tattoo in salt wrap it in gauze with the salt inside. After a few months the skin will become so dehydrated you will be able to remove the layers of dead skin with the tattoo intact with only a slight discoloration on the area where the tattoo was.

If I have parental consent I will do 16 YO tattoo, and so will many other artists I know. Much of the reason beyond the maturity level for under 16 is that the body is still going through a lot of changes. Regardless how much someone wants to pay or how much they throw a hissy fit, I will not do a tat on someone under 16. I am in Pennsylvania USA.

The only way to get a tattoo removed for free:

Some cities have a program for people who have gang related tatoos and they will remove them for free so you can clear your body of gang stuff. Unless you can prove it is gang related somehow and you live in a big city that has these programs I suggest trying to get a new tattoo over it.

I agree with Miss Murder. Safe AND free is not possible. If you want something done right, especially when it comes to your body, you'd better be able to shell out the money for it. Free means shady, dangerous and stupid.

Try a coverup perhaps or just live with the memory of what life used to be like.

I don't know of any free methods but there are alternatives to laser surgery that are supposed to be safe. And from what I have heard the surgery is definately not painless.

there aren't any tatoo removal places that are free. unless you sleep with someone who works there. Then you might get a pretty good deal or even free. lol
