Cosmetologists use a color remover to remove color from the skin. You may be able to find something at a beauty store like Sally's. You'll have to go somewhere where they sell to the public so I'm not positive you can find this but it's worth a try. If you have a hairdresser friend they may be willing to go to a professionals only store and buy some for you.

is it on wal-paper or paint?
first off some hot water is needed and soap wal-paper is harder, but if its on pain be-careful because the hair dying agents can eat through paint to a degree

You cant I tried. Repaint with a good primer and then paint. We repainted without the primer and ended up doing it twice.

You most likely can't. You can seal it, then paint as you would a water mark.

i havent tried this myself, but have you tried a mr. clean magic eraser? just a suggestion.
