First of all, weather is a big factor. If it is too cold out, then under 3 isnt really a good idea. Otherwise, when they start walking pretty well, a parent can accompany a youngster and monitor candy & such. I depends on how aware you are as a parent.
My kids have been going out trick-or-treating now with friends for about 3 yrs. We live in a small town. And I know i can trust the kids to wait to let us check the candy before they eat it.

The first time my son went trick-or-treating he was almost 3. I took him to the mall as he was too little to go to many houses. When he was younger we dressed him up, but just to go and visit family and friends. I don't see the point in taking them trick-or-treating when they are young, as they don't understand what's going on and the parents are the only ones who actually benefit from it.

I think you can dress up at any age, but I think the child should be able to walk before actually trick or treating door to door. I don't have kids but always enjoyed handing out candy, seeing the costumes, seeing the fun the kids were having, etc. When I worked at the mall, we would have trick or treating store to store, I got offended at the parents, coming to collect candy with their child in a stroller! That's a little greedy I think. We bought the candy to pass out to kids who could actually eat it.

When my daughter was a toddler lived near a shopping center that had "trick or treating" Parents could get coupons for items at the local stores, kids got candy and an outing. She was in first grade when she first went house to house begging for candy.

I don't know nor care whats too young. I took my first son when he was a couple a months with his older cousins and now I'm taking him again this year at 14 months. I would take my newborn, but I figure that this will be my oldest son's last holiday that he can spend it with just mommy and not have to share, so the lil baby is staying with grandma to pass out candy.

Pretty much the first Halloween after they were born. My son was 6 months, and all 3 daughters were 10 months old at their first Halloweens.
I always wanted a newborn around Halloween. The outfits are adorable!

My sons started trick or treating as soon as they were born. My youngest was only 5 weeks old when he debuted as a frog. My oldest was a bumblebee at 12 weeks old. As long as you don't stay out too late and keep them warm, bring them out in costume - have fun!
