Actually the last country to be flooded would be Lesotho in Southern Africa. It has the highest low-point of any country.
The lowest point in Lesotho is over 4000 ft above sea level.
The only problem is that it has the world's highest incidence of AIDS so not that nice really.
The worst place to be (though very pleasant) would be the Maldives which has the lowest high-point. The highest point of the Maldives is just 8 ft above sea level.

Even if all of the glaciers and ice caps were to melt (which has happened in the past, more than a few times), it would only raise global sea levels by about 200 meters. There simply isn't enough water on Earth to cover the entire surface, unless some sort of geological cataclysm were to occur and subduct all of the continents as well.
So get out a topographic map, and find someplace relatively near an ocean or sea, and find an area that's at about 200 meters above sea level right now. Buy that land, and wait for the ocean to rise and meet you - Bingo! You now have a lovely beach-side property on which to build your new house.
Hmmm... I wonder how much of the land at 200 m elevation is already owned by Cheney or Halliburton?

Le Paz, Bolivia is the highest capital city in the world so that would be a good start. Mount Everest of course would be better as it is the highest point in the world. Of course being on the International Space Station would be the best place, or perhaps on a Nuclear Submarine.

Probably a lot of metres above sea level, a long way inland, like in the middle of Europe or Canada or Russia, and high up in the mountains.
You might be cold, but at least you'd keep your feet dry.

I would rather be in the International Space station and watch it from there.
If that is not possible, Mount Everest.
If in Ireland, Limerick as it has the highest point over sea level in Ireland.

Lots of Everest answers here, so how about an alternative, the top of Chimborazo in Ecuador, which is the piece of solid ground furthest from the centre of the earth? It is further from the centre than Everest because it is almost on the equator, and the earth is not spherical, it is slightly squashed.......
