There are a few ways people have to learn to stop drinking if
they want to drive.
1. To remind the drinkers through posters, signs and billboards
placed at the local bars, pubs, restaurants and drinking
clubs that " it's against the law to drive when you're drinking
alcohol";
2. Always go with a friend (who is a non-drinker) to a bar if you
want to drink and let him or her drive the car back home;
3. If alone when you've had enough drinks, take a cab or bus
home;
4. Drink at home in the company of friends and family members
to avoid driving on the road.
I'm sure with some adjustments, drinkers can avoid committing
an offence of drinking and driving.

Well first and foremost I think that if you "think" you are responsible enough to drink you should be responsible enough to know when and when you cannot get behind the steering wheel of a car. If you are at a party, the host should take everyones Keys, right when everyone walks in the door, if its going to be an all night drinking binge.
People need to learn their limits.

They can call a cab, give their keys to someone else, stay home and drink, ask someone to be the designated driver, or be the designated driver themselves and abstain from drinking. There are lots of ways people can avoid drinking and driving.

I ended up crashing my car, after that I stopped drinking and doing drugs. Of course I face a lot of peer pressure to have a beer or toke, but I always refuse even if they laugh at me. And if they do, I find other people to socialize with.

in Maryland at least you can check with law enforcement i cant remember the name of the device but when you get in trouble here for D.W.I. there is a monitor that is hooked up to your vehicle that you must blow into just like a Breathalyzer test if you been drinking your vehicle wont start
