At the county recorder's office. You get it in half an hour, right there. But maybe that's because we got married there. But yeah, they just printed right out after entering the information.

I just got married three months ago in southern California, give the county about 30 days after the ceremony to send in for the certificate, I recommend physically going to get it at the county or at a public library that has a branch of the county records office in it, I sent in for one and paid for it and everything and even though they told me they sent it out, I never received it and that was 2 months ago, so I paid for 2 and only got one. A copy is going to cost you $13 as well, so be prepared for that small fee.

I'm assuming you mean a marriage license. A certificate is usually given after the wedding.

Call the County Clerk or Probate Court in the county you plan on being married in. It varies. Some require you to register where you live, others in the county in which you will be married.
