It means to repay in kind. For example, if you found out that your spouse cheated on you, the "tit for tat" rule means you would go out and cheat on your spouse. Does that help?

It's the "eye for an eye" principal. Like if someone steals the tires off your car and you find out who it is, you smash up their headlights and windshield with a golf club :D

I am not sure of the origin of the rule, its meaning is "something for something". Basically you give me this I'll give you that, whether it is a good or bad doesn't matter, IE "I'll give you a black eye because you kicked me", or, "I'll give you this money because you helped me get back on my feet"
