The best restaurant in North America-- that's a tough call, as you're comparing apples to oranges to guavas and so on.
I've always enjoyed eating at the California Grill in the Contemporary Hotel, Orlando. It's got amazingly great food, great service, and a view of the Disneyworld castle that can't be beat, especially when the nightly fireworks start.
To pick a best restaurant, though, first I'd have to pick a best cuisine, which is tough.
Another favorite is the Rainbow Room in Rockefeller Center, New York City. Again, it has fanastic food (part of the Cipriani group), excellent service, a beautiful interior with a circular rotating dance floor in the middle, and a view of either Central Park one way, or the Empire State Building, the other way. I like to go there for Sunday Brunch, though I haven't been there for a while.

Emeril's. I've been to the one in South Beach, Miami and also the one in Orlando and they were both two of the finest dining experiences I've ever had, food and service... both extraordinary.

The second best is De Wolf in Bristol RI as well it's a nice bar with great food. :-) Everyone needs to come and try them both.
I wanted to say that Baltimore crab restaurant, but the bestest is LOBSTER POT on Cape Cod, Provincetown, MA.
