Well, people need to understand that animals do make noises, but if your dog barks too much, of course you need to be considerate.
You need to teach him/her when barking is appropriate - it can be done - I've done it with other dogs. Now, some breeds do bark more than other breeds, so you need to take that into consideration when tackling this behavior. If you aren't sure if your dog's breed is a barker, look it up on line. Usually you can find very good info.

There are several methods you can use and yes your dog may irritate the neighbours and yes there is something they can do to have it stopped if it is a nuisance it is called a Noise Abatement Order this could result in you being taken to court and ultimately fined and your dog removed from your home so tread carefully.
It is quite simple to stop your dog barking, should not take more than a week, best method is the "distraction technique" it is used in the police force for training and it really does work in 99.9% of cases another is the Aboistop Superbark Free.
Best method I find is keep a squeezy bottle filled with water handy and simply squirt it at the dog with a sharp loud command such as "stop" or "quiet", use the same "single sylable" word each time, try not to let the dog see you squirting the bottle if it is possible.
Each time the dog stops reward him/her with a small treat and plenty of praise.
It will work in most aspects of behavioural training.

What breed is your dog? It could be out of boredom if your dog is left outside alone a lot. Dogs need to be part of the pack which means they will be bored if left outside too much. Your dog also has great eyesight it may appear that he or she is barking unnecessarily when he/she is actually barking at critters. Exercise and obedience usually does the trick but I have used a citronella no bark collar before and it has worked well. But my dog is a hunting breed with a nose for smells so he hates the strong smell of the citronella.

wonder if you are absorbing him rightly.
if a dog want is chained, he would love to feel the freedom, so he would bark.
any of his communication is through making noise. so.. better watch ..
understand what it tries to communicate to you.
sometimes if might be for attracting your attention, may for food, for moving away or for trying to reach a friend of yours or to even pee.. so understand his way.. and calm him.
