please, help me to find an official web site about the diffusion of the english language in the world, native speakers, non-native speakers, second language speakers, english as official language...etc..

I've found a review of a book by David Crystal that would probably help.

Some statistics here:

The latter looks like it might be the most useful.

And then of course there's always Wikipedia:

I've skimmed them and actually think wiki does a good job and it quotes sources so you don't need to go back to the original.
