Probably because in a house they are built differently- as a stair case with rails, wooden steps, divided, carpeted, in a spiral etc, and outside they are just part of the porch or made of cement etc- without the additional touches.
? A matter of achictectural complexity, I suppose....

stairs have risers,whereas steps have a gap where the riser should be.that's why they are mainly made of metal for the extra strength it weakens them without a riser.if you mean steps at the front door that derived from stepping stones across rivers,note there mainly made of stone.you can wake up now.EBO

becuase there are more STEPS on the inside of the house whereas there are not as many on the outside of the house!!

stairs go to another floor level whereas steps go to your ground floor level trust me
