No, only national lotteries.
If you have received an e-mail saying you won a Yahoo International lottery, it's spam.

No. And if you get an email telling you that you won money, you didn't.

The only way you can win a lottery is to go to a store and buy a lottery ticket. If you win, you will still not be notified by email, you have to check your numbers to see if you win.

International lotteries are illegal in the United States.

You cannot legally collect on them.

So go ahead...throw your money out the window....and remember the IRS and State are ready and willing to take all of your winnings....which are illegal...so ...hmmm...jail time?
