It is interfering with sending mail, and getting some pages to open .
I went into control panel and removed it from there, but it is still popping up each time I come on line.

Go to the Windows folder. Now go into the Programs folder.
A warning will appear. Once past this, all of your programs will be listed alphabetically. Find Telewests folder and delete it. Be carefull in the programs folder though. Be sure only to delete the unwanted programe.
Just in case they left you a cookie, go to the Temporary internet folder - delete all contents, but not the folder itself. Do the same in the cookies folder.
Finally type Tele* in search and scan your C drive for files or folders by them to delete.
If you have not got it by now, I would try re-setting your PC to a previouse date, before this software was installed (Part of Windows help).

go to control panel and then click on add and remove then locate your program and click remove
