Check out the Oxford dictionary. Decency is when you behave yourself. But what is decent for one may not necessarily be decent for another. In certain cultures, you are expected to burp after you eat to indicate that you had an excellent meal!
So it all depends upon how you behave in a particular situation without embarassing yourself and others!
