You buy a kit. Any reputable hobby shop will have an amateur rocketry section. The kits include the fuselage, fins, a nose cone, and a parachute so that you can use the thing more than once. You'll need to provide your own wood glue, and a few vice clamps would be a good idea.
Then you'll need to buy engines, which you can get from the same store. Different rockets use different sizes of engine, but the kit you get will let you know which to use. The same store should also have a launch pad you can use to set the thing off.
But in terms of just popping down to the hardware store and buying some parts, that isn't how it works. Not only are you really likely to blow yourself up, but you're really unlikely to get the thing to actually fly. Stick to the commercial kits and you'll do fine.

I thought you make cake from scratch, not rockets. I would suggest you start with a kit available at hobby stores and move up from there.

Make a trip to Hobby Lobby. You'll get the materials and probably manual for your project there. Good luck!
