Decisive and most casualties are different meanings. The most decisive battles of all time would probably be The battle of waterloo and the battle of trafalger(naval) these saw england remain the dominant power ,and as a result saw america safe from the french-spanish alliance (america was not that strong in those days and the spanish-french could easily have invaded and took most of the north american continent.
yeah d-day was a large operation with many casualties, but technically it was not a battle, rather a campaign with several different battles. The battle of normandy had 425,000 casualties.
The battle of starlingrad in world war II was the biggest and most lethal battle in all time with an amazing 1, 640,000 casualties. This was a decisive battle that basically stopped germany's invasion of the USSR (an ally) in the beginning of world war II. (the russians won)

You are equating 'decisive' with 'casualties' - sometimes small (ish) casualties result from decisive battles. The battle of Culloden in Scotland was the last battle on British soil. It ended Scottish resistance to England on the battle field from 1746 to the present day. 1,200 scots were killed and around 330 English.
That is pretty decisive.
The Battle of The Bulge (WW2) was a series of encounters which broke Nazi resistance in the West, but the Russians were also beating Hitler in the East and won the race to Berlin.
Your question is one of OPINION, rather than being able to point to one battle throughout history.

The most decisive battle would be World War I. This war sowed the seeds for the coming war which was the bloodiest war ever! A sixth of the Russian populace was wiped out in the campaign against Nazi Germany.
