is there any way to remove the partial decayed tooth n grow a tooth or any ways to replace it?

it's simple the tooth is filed to a point and then capped.

You can't regrow a tooth. If the tooth is badly decayed and can't be bestored, it will need extracted. Then it can only be replaced with a Removable partial, a bridge, or an implant. If the decay has got to the pulp or nerve of the tooth they will need to do a root canal on the tooth and then crown(or cap) it. If the decay isn't that bad, then they will just put a simple filling in it. Reguardless, this should only be done by a dentist. You could really hurt yourself by trying anything by yourself!!!

You can't replace teeth by regrowing them, unless you have stem cell sugery, which isn't even available yet. If the majority of the tooth is decayed, the dentist will remove it, and either offer you just to leave it as it is, a crown, or an implant. If it is only slightly decayed, they will remove the decayed part, and either cap the tooth, crown it, or give you filling.

Decayed tooth is removed when the dentist drills before putting in the filling.

Yes, but only a dentist can do it. I had a crown replaced about 20 years ago, and it's still going strong.
