If your friend is a citizen of a non-American country, which requires visas for visiting EEC countries, then this would be a problem. From what you have described of her, I am assuming that she is an American citizen and carries an American Passport. Thus she does not require a visa to enter France in the first place. Her passport may been stamped upon entering France, which probably says that she can stay in the EEC countries for 90 days after entering. Which means that when she leaves and returns she will get another 90 days.
Also, when she goes to the UK, she will receive a similar stamp on her passport. The UK immigration usually allows US citizens to stay up to 6 months. So frankly, I do not see what the fuss is all about.

I AM A US citizen , and I have never need a visa to go to France
but if she did get a visa for a 3month stay (which by the way she did not need to for France but for the French Islands like ST Barts, Guadeloupe etc American only allow to stay for 1 month without a visa, for France 3 month)

what your friend need to do is ask the embassy before leaving to see if the rules have change
but I doubt if their will be a problem if she told them that she is leaving soon for the US

It won't be a problem. I am a US citizen in England right now and just traveled through France, in an out of the UK, and into other EU countries. I didn't have a Visa for any one of them and I think you only need a Visa if you will be there for more than 6 months - at least that's how it is in the UK. France is the same I believe. Entry into the EU countries is not a problem for US citizens.

If she only has the allowance for 3 months she probably won't be allowed back into the country if she stretches that allowance. Within the three months period there shouldn't be a problem enterin the UK. Americans do not need a Visa to get into England. If you're not entirely sure and want to be on the safe side, you should contact the French and/or English Embassy.

There is no other way. Your husband cannot help you for Visitors visa. US Embassy is suspicious that you will go to US with Visitors visa and immigrate illegally. Have your husband start your Immigrant Visa by filing I-130. It will take 1 or 2 years until you will get interview or immigrant visa. At least in that way you can prove Consular officer that you are intending to immigrant to US legally way, if you are applying Visitors visa again.

Yes your friend will be allowed into Engalnd and back into France. The US is under appendix 3 and they are visa free with Restrictions. Your friend will be required to fill in a landing card everytime she enter or leaves the UK or France.
