some people are just naturally touchy-feely & although it's to express affection and communicate a liking of some sort, it may not specifically mean "ask me out 'cos i like you" it may just mean "i enjoy your company" e.g. you might see her doing the same thing with someone else down the line whether you're going out with her then or not.
i can get quite touch-hungry with my friends asl well sometimes & i don't mean to take anything past the friends/flirting stage...
i think your best bet is to approach her on the subject (not the touching issue the going out issue)
just propose something fun & see if she's willing to date

Generally when a woman does that, she's interested. But like me, I'm a touchy feely person and people have a tendency to take me the wrong way. Just ask her out. Tell her you enjoy her company and see if she'd like to go to a movie or a museum or something. Give it a shot...

when a person does not know you or is not comfortable with you, he/she makes it a point to maintain a distance from you in order to protect his/her privacy. In your situation, by touching you, she is trying to tell you that she is comfortable with you and she trusts you. At this point, if you really like her, then why not try asking her out for a date. This way you can tell her what you feel and you will be able to know what she feels about you. Its a good sign, so go for it!

Sounds like she is comfortable with you. Some people are very demonstrative and are into touchy feely when they like someone.
I say "yes" ask her out...at least she'll probably hold your hand or give you a hug if she says no!
