hi, not sure if Picasa from google will do it but if you don't want to spend $500 on Photoshop, it is free and fun to use:

you could buy Photoshop in its filters you could do your work.
Corel draw has the the same filters in Bitmap on toolbar.
But taht's a diffrent between them:Corel invert each line to a shape
object and it's better to edit your Pix after that you could export it to any format you want.

photoshop can do this. its in the filters pallette. it lets u make a line drawing, watercolor, charcoal, etc from a photograph.
u can buy it almost anywhere online or in comp. stores since its basically a universal program
