Hotturk's answers are correct with respect to the weather.
While you're in Izmir, try to take the time to see the Mevlana (whirling dervish) monument in Buca (a district within Izmir). You can take a cheap city bus to Buca and then walk or take a taxi up to the Mevlana monument. It offers a nice view of Buca, and there's a pleasant little cafe there. Try to walk through the old part of Buca, which has some interesting old houses and a very nice cafe shaded by grape vines. If you're in Buca on a Sunday, there's a very good pazar (open market) near Cevik Bir Meydani.
A ferry ride across the bay of Izmir, from Pasaport Iskelesi to Karsiyaka, is a pleasant way to spend a few hours.
Also worth seeing near Izmir: Eski Foca, which is the setting for one part of Homer's Odyssey; Efes; and Bergama.
In Istanbul, I recommend the Empress Zoe Hotel in Sultanahmet. It's very near the Ayasofia, the Blue Mosque, and Topkapi. The hotel has a nice breakfast, and is conveniently located to the Galata Bridge and boat terminal at Eminonu.
To save money, take the train (hafif metro) from the airport to Sultanahmet. As long as your luggage isn't terribly heavy, you can walk from the Sultanahmet stop to your hotel. The hafif metro is much cheaper than a taxi or limo.
Try to take at least one long boat cruise on the Bosporus or the Sea of Marmara. Istanbul grew up from the water, so to understand it you need to see it from the water. A boat cruise to the north end of the Bosporus or to Buyukada on the Sea of Marmara will take almost one entire day, but they're enjoyable cruises.
If you want to do some shopping, go to the covered market (Kapali Carsisi) and Egyptian Market (Misir Casisi). And take your camera: Istanbul is a richly beautiful city.

Yes, İzmir and İstanbul are good choices. But do not deceived by my photo, İzmir will be cool, İstanbul will be cold and rainy. I have to say that a short trip wouldnt be enough for İstanbul, you have to spend at least 2 weeks for a real experience.
And I advice you to visit Marmaris which is 3 hrs from İzmir.
Good luck, enjoy Türkiye...
