Wanted free slide and photo program?

Question

I would like to find the best FREE slide and photo editing program

I currently use windows movie maker which works well and I have tried Flash but it gives me an html code which cannot be loaded to the web where I want it and I already have a photo editing program but looking for something better..

I am not cheap just on a limited disability income

If you can help thanks...

Many programmes create slideshows; some are simpler than others, some can create .exe files etc
