Yes, remember that the pocket cards have no inherent value over the rest of the board, they are all treated equally when making a 5 card hand. So you end up with Kings and Queens Ace Kicker while he only has a jack kicker. Umm...yeah, kings and queens with an ace kicker beats a pocket pair of jacks. The cards out on the table are for everyone. Meaning the guy with the pocket pair uses the kings and queens also and my guess would be one of his jacks as a kicker.
