Your stomach does expand if you are eating large amounts of food. The paunch belly is fat that develops from eating too much unhealthy food. Trans fats, white bread, too much sugar (soda pop and other sweetened drinks) and not enough fruits and vegetables will do it to you. Also a lack of exercise can add to the problem. Alcohol is full of sugar which can also cause excessive fat on your body.
Cortisol is a hormone that is produced by stress and can also cause fat to accumulate on the belly.

I think that the abdominal 'paunch' you describe is a multifaceted phenomenon consisting of:
1. abdominal adiposity (fat)
2. gastric distension (stomach contents which cause it to protrude)
3. other subphrenic (below the diaphragm) intra-abdominal viscera and it's contents (small bowel, large bowel)
Also, there is a propensity for the storage of abdominal fat in those persons (such as myself) who have 'prediabetes' -- also known as 'Metabolic Syndrome X' or simply 'Syndrome X' and in my experience this was the chief cause of my belly ... until I was placed on glucophage (metformin) and it went away rather quickly over time.

A bit of both. A bit of distending and a bit of fat that (especially) on males congregates around the stomach.
