There is nothing stopping you except the idea that you can't do it.
Go to a place where you can have some privacy.
Ask the person you wish to contact if they have a moment to speak with you. Ask about whatever your concerns are.
Keep your mind blank and wait for the answer.
It will probably come right away.
Often there will be things in the reply that only your deceased loved one would know. It is easy to verify these things if you need to be reassured that you have actually contacted the person you wanted to contact.
The hard part is not allowing the ego to convince you that you just made it all up.
The ego is afraid of this idea because it wants to keep you thinking of yourself as just a body.
It does not want you to have any real proof that You continue to exist without it after the death of the body.
Many confused people will tell you that this is from the devil. They have been trained to think of God as the devil. This is nonsense. If you are worried about this just say a prayer and ask for protection. Ask that only spirits with loving intent be allowed to contact you.

If you consult a Ouija board, you'll just contact evil spirits "posing" as the deceased loved one. And these evil spirits are called "familiar spirits" in the Bible:
Leviticus 19:31 - "Regard not them that have familiar spirits, neither seek after wizards, to be defiled by them: I am the LORD your God."
Deuteronomy 18:10-11 - "There shall not be found among you any one that useth divination, or an observer of times, or an enchanter, or a witch, or a charmer, or a consulter with familiar spirits, or a wizard, or a necromancer."

Some people tend to have a natural talent for it. Can it be learned? I'm not sure. I think if a spirit wants to talk to a person badly enough, they'll manage whether the person can pull it off or not. Going the other way around, though...not quite so easy, I'd imagine.

Our spirits often leave our bodies and travel in spirit while
we sleep. Many "dreams" are things we are experiencing on
a spiritual level.
I've had the spirits of "living" people talk to me in my dreams about important things we couldn't discuss in our waking life
If you ask, your loved ones can speak to you in a dream.
Always ask for guidance and protection from our Highest
Power. As there are negative beings in reality.

If you believe in God you would know that you are not supposed to do that. That's called Necromansing and it's of the devil. You may think you're contacting the loved one when it's actually a demon.

You cannot talk with the dead. If you try to talk with the dead you will be talking with demons. This is not advisable.

Talk to God, it is called prayer. He knows all about those who have died and can lead you in the way you should go.
