I brew looseleaf tea a lot, I drink flavored and unflavored, black and green and red, etc. and a lot of the time I will get these weird oily slicks on the top of the tea...I can drink them no problem and they don't seem to have a taste, they just look weird. Does anyone know what this is? The only thing I noticed is that there is more oil in the cup nearer to the bottom of the pot...

I do not put milk or sugar in my tea.

SEE WHEN U PUT MILK IN THE TEA THE CREAM PRESENT IN IT IS THAT OILY STUFF (KNOWN AS MALIE IN HINDI(INDIA))

most probably the water u use is it bottled or tap water
if tap water i recommend u stop using it and use bottled water

or

The sponge u use to clean ur cups has some left over oil from ur previous dish washing which settled in ur pot.

or

You should clean ur brewing pot each time u brew a cup

The samll shining droplets like oils are nothing but the agents which give the beautiful flavour to your tea, due to which its grades and taste improves, and we want it more, chemically these compounds are fats, or aminoacids very complex and large class of these kinds are there, shortly they are the oils dissolved in the leaves of tea having rich aroma.

there is all sorts of ingredients in the tea I drink. seems highly probable that one of them releases some oils.

If you add cream, it has oils and fats in it, harmless.
