Those two terms do not go together. A bad driving record = high rates. If you mean affordable within the high range, you just need to shop around and get a few quotes to know.

A number of factors can affect the cost of your automobile insurance. Age, make and model of car, driving record, purpose the car serves, where you keep and drive your car, and your credit rating all affect insurance rates.
Ways to lower your rates:
There are a number of things you can do to lower your rates. Here are some tips:
1) Choose an automobile that is inexpensive to insure.
2) Ask your insurer if they offer any discount plans. Most insurance companies have both vehicle and operator discounts.
3) Raising your deductible can lower your premiums. Make sure you can afford a higher deductible.
4) It pays to shop around. You can often find policies that vary hundreds of dollars for the same coverage on the same car. 5) Drive defensively.
6) Improve your credit history.
To get a quick quote go to: http://www.insureme.com/landing.aspx?Refby=614498&Type=auto.

First off, skip the agency and do it yourself online! Right there you save a couple hundred at minimum in agents fees!
As for the "bad" driving part of the question, you will have to do quotes from the various companies as they all have their own criteria in dealing with that issue. However, in general most insurance companies penalize people with bad driving habits in order to get compliance and better driving habits!
