I don't know how slim she is, or since when, but anyway, there can be psychological or even pathological reasons for that.
Diet isn't really the solution, because people begin to eat much or less when (for example) they suffer emotionally, or when their endocrine (hormone) system is outbalanced, or when her metabolism is disturbed, etc.
She should visit a physician (better a homoeopath physician).

So your sister needs curves.
Lets put it this way: If she hasn't already got them... and from what I can tell most girls who can get them WILL end up with them sooner or later...... then its entirely possible she cannot get them.
There are generally two causes for females being too skinny:
#1. They think (in delusion) that they're fat... and are actively trying to lose weight.
#2. They have a high metabolism and cannot gain weight.
In other words typically there is not much to be done about it. While a low metabolism can be beaten by exercising a lot and not eating as much, beating a high metabolism is a heck of a lot tougher... I'd know since I have a very high metabolism myself.
There are two paths to take: The 'fat' path and the 'muscle' path. Taking the fat path would involve trying to keep her still and stop her from exercising any more than is necessary.... and getting her to eat loads of excess energy-sources... i.e. carbohydrates and lipids... and to a lesser extent protein. If she binged on cake and stuff enough then it might make a temporary effect.... but don't expect miracles.
The other option is the muscle option.... which involves getting her to exercise -more- and regularly ... BUT to consume large amounts of protein alongside starchy food and the like. That means plenty of meat and eggs... and quite a bit of pasta before exercising. Its important to ensure on this path that she eats enough for the exercise every time so she doesn't have to burn through stored energy reserves. A high metabolism will wallop through any stored reserves like a fully-automatic weapon and the entire process will be for naught...

Ask her to go for YOGA, as there is an option of increasing weight through YOGA as there for decreasing weight.
Simultaneously go for a thorogh checkup to detect any problem leading to this unusual lean figure, if any...
