Jesus gives a new covenant in his blood, as detailed in all the Gospels except John's.
The old testament refers to this future event as well.
In the new testament of the Bible, the new covenant is explained 24 different times by name, and many, many other times in terms of reference.
And you can't have a new covenant without all new stuff. Otherwise, it would be rightly called the "modified covenant" ... and we all know Jesus doesn't lie.
Jesus, the Last Supper, and the crucifixion constituted the eternal fulfillment of the Jewish Passover and of the entire old testament.
Jesus then became for us, the definitive new covenant sacrifice and celebration.
Why else did you think he would choose to die during Easter (Passover) time?
The Church ... established and headed by Christ ... and not the old Mosaic Law, or any of it's associated ordinances or statutes ... is the definitive new covenant authority, appointed by Christ himself.
In its' wisdom, the church, no longer subject to the old law, readopted and readapted the ten commandments to the realities of the new testament.
The God given authority of the church is the only reason we still observe the commandments today. Ditto for scripture.
The Bible may not be easy to understand on the subject, but it is clear, and the church has always declared this to be the case, through both word and deed.
Remember the story about new wine and old wine skins? Jesus was speaking about the old law vs. the new covenant.
There was no way the old could contain the new.
In the new covenant, God reigns supreme through his church so all men might be saved, not by law, but by grace.
In the old covenant, the Mosaic Law, largely written by man, never managed to save a single soul.
Mat 6:24 No man can serve two masters. For either he will hate the one, and love the other: or he will sustain the one, and despise the other. You cannot serve God and mammon.

Only in the Old testament as you've noted.
Nothing in the "New Covenant" says that anything has been nullified except the old covenant which was for them which were taken out of the land of Egypt.

You may be thinking of when he coined the phrase, "new testament" at The Last Supper. The "new covenant" is an Old Testament term about a love agreement where God softens our hearts and makes us "human," where He write his laws on our hearts instead of stone because that's where they're best kept! In olden times the blood of animals "testified" to that agreement of mutual respect and cherishing. The "new testament" is Jesus' blood sealing it forever. Of course He wouldn't want His law destroyed! It's written on the hearts of those who love Him!

Matthew 26:28 for this is My blood of the covenant, which is poured out for many for forgiveness of sins.
Romans 3:31 Do we then nullify the Law through faith? May it never be! On the contrary, we establish the Law.

Yes jesus did come to make a new covenant and that is Love the Lord your God with all your heart, soul and mind and love others as you love yourself.
And no way did He come to do away with the Mosaic Law. He came to fulfill the prophesies of old.

It is He who IS the new covenant. The old testament is all about the preperation of Christ. The new testament is all about Christs arrival.
That is why the sacrificing of animals is no longer....it changed when Christ came. Which is part of the law of Moses =Sacrificing of animals that sort of thing.

Jesus never made such a claim, but Jeremiah mentions a new covenant being written on our hearts.

Yes he himself was the New Covenant. His teachings were new and different than what the Sadducee's and pharisees were teaching. Hence the stone tablet breaking when he was resurrected.
