Its variable though.... dependant on the circumstances in which they find themselves. If they are brought up in an especially unhygienic environment then there could be a lot of external health-influencing factors that they have no control over and cannot do anything about for much of their life.
Additionally, a person's psychological health can be very much influenced by other people and that in turn influences their physical health.
The fact is that asserting control over one's health is often just a matter of willpower... If you deny the influence of other people on your psyche and take responsibility for monitoring your own wellbeing by force of will.... your potential for control over your own health increases massively.
I mean sure... you cannot will a broken bone away.... but illnesses can be far less severe, bodyweight can be regulated, sleeping pattern can be regulated... etc etc...
Just put your mind to it.

There are genetic disorders or predispositions to certain diseases over which the individual has no control.
Environmental factors (pollution for example) can cause disease.
However the individual has the option to exercise, eat a healthy diet, not smoke, drink, take drugs, indulge in unsafe sex etc.

I am not sure if I am understanding your question fully, but I would say that all indivisuals have a lot of influence over their own health as the majority of people are free to make their own choices. You can choose not to smoke, you can choose to excericise, you can choose to eat healthily.
Is that what you are asking?

100%!! Your health is determined by your own actions! Eat well, exercise, and more important, THINK positive thoughts and you will determine your physical state. Stay away from negative influences such as alchohol, tobacco, eating too much, etc. One good source of good health is taking the right supplements.
