yes they can to a point. however it usually is associated with a medical problem. I had a 13 yr old choc. lab that this happened to. it was one of the first signs of him having a paralyzed larynx. if left untreated it will continue to get worse, they will have difficulty breathing, will choke on their food, cough alot (especially when excited or stressed) there are several treatments....
anti-inflammatory pills, steroids, or surgery. my recommendation to you would be to take your dog to the vet and have it checked out.

My dog used to get hoarse from barking, but I've never heard of this before. Be a good idea just to phone your Vet & ask them about it, rule out any possibility of tumor on the vocal cords, etc. Age, genetics, all kinds of things need to be taken into account. And just in case, he does not have access to live Aloe Vera plants does he? The nickname of these plants is "dumb cane", can numb and I believe also lose the sound, make sure there's none within reach anywhere inside or out, as a lot of people like to grow it to snap off a leaf & apply to burns. Just a thought.

Yes they can bark themselves hoarse. If you found a dog that doesn't bark, he or she may have been "debarked" by a surgery (its cruel, they basically cut the voice box so that the air can't vibrate in them as well)

believe it or not i have known a few dogs to lose their bark! its usually the older ones though.

Yes, they can loose their bark. Isnt that called Kennel cough?
