[2:216] Fighting may be imposed on you, even though you dislike it. But you may dislike something which is good for you, and you may like something which is bad for you. GOD knows while you do not know.

[9:29] You shall fight back against those who do not believe in GOD, nor in the Last Day, nor do they prohibit what GOD and His messenger have prohibited, nor do they abide by the religion of truth - among those who received the scripture - until they pay the due tax (jizya), willingly or unwillingly.

The fighting in this verse goes to the non Muslims (ONLY the people of the book which are the Jews and Christians) who we shall fight them until they believe that there's no God but God and worship him alone with no partners, and that Mohammad is his messenger, and if they don't they must pay the jizya (taxes).

Jizya gives them equality and dignity under Islamic law, even us Muslims we pay it too, but for the Muslims it's called Zakat.
Muslims and non-Muslims received the same civil rights and protection from the state, the non-Muslims also forced to pay similar (tax) the state called Jeziya.
In other words: Muslims and non-Muslims paying the same tax to the state but the name of this tax is different because Zakat is religious (Islamic) world.
Zakat (Muslims) = Jeziya (non Muslims).

But as for the non Muslim (now we're NOT talking about the people of the book), Allah ordered us to fight them until they believe that there is no God but God, and that Mohammad peace and blessings be upon him is his messenger, they have a choice either enter Islam or fight BUT we do NOT take the jizya from them:

[9:5] Once the Sacred Months are past, (and they refuse to make peace) you may kill the idol worshipers when you encounter them, punish them, and resist every move they make. If they repent and observe the Contact Prayers (Salat) and give the obligatory charity (Zakat), you shall let them go. GOD is Forgiver, Most Merciful.

The best way to forgive an enemy if u really want to is , to ignore him/her, leave him/her up tp GOD and do not keep in touch wid him/her ,just be patient n let him/her be.
the pont is an enemy on even forgiving will continue harming you , so the best way from keeping onself away frm sins , are the abovementioned points.

Salam. These might be of use:

Al Baqarah 2:178

O you who believe! Al-Qisas (the Law of Equality in punishment) is prescribed for you in case of murder: the free for the free, the slave for the slave, and the female for the female. But if the killer is forgiven by the brother (or the relatives, etc.) of the killed against blood money, then adhering to it with fairness and payment of the blood money, to the heir should be made in fairness. This is an alleviation and a mercy from your Lord. So after this whoever transgresses the limits (i.e. kills the killer after taking the blood money), he shall have a painful torment.

Al Imran 3:159

And by the Mercy of Allah, you dealt with them gently. And had you been severe and harshhearted, they would have broken away from about you; so pass over (their faults), and ask (Allahs) forgiveness for them; and consult them in the affairs. Then when you have taken a decision, put your trust in Allah, certainly, Allah loves those who put their trust (in Him).

Al Maeda 5:13
So because of their breach of their covenant, We cursed them, and made their hearts grow hard. They change the words from their (right) places and have abandoned a good part of the Message that was sent to them. And you will not cease to discover deceit in them, except a few of them. But forgive them, and overlook (their misdeeds). Verily, Allah loves AlMuhsinoon

There's lots more...

Islam is derived from arabic word, that means "peace". therefore Islam is a peace religion. in Islam, we believe that God loves whoever treat the others as if they're his/her brothers/sisters, to be nice to others, to forgive, regardless of religions, belief, etc.

64:14 O YOU who have attained to faith! Behold, some of your spouses [11] and your children are enemies unto you: so beware of them! [12] But if you pardon [their faults] and forbear, and forgive-then, behold, God will be much-forgiving, a dispenser of grace.
