The only place possible to build a house with all four walls facing north would be on the South Pole. As to the color of the bear that cannot be answered as there are no bears in Antarctica.

you should add that it is the inside walls that will face north. this will occur if you build a house around the north pole.

if it were the outside walls facing north, you would have to be at the south pole, where there are no bears of any colour

just a note: there are no polar bears in the south pole, so perhaps saying all the walls face south and it is in the North Pole would be better
