I kind of know what it means, that a guy is well liked by women and knows exactly what to say to them, but can anyone else clarify?

What it usually means -- taking away all linguistic blandishments -- is that a guy is 1) attractive enough to draw women like flies, and 2) low down enough to take them ALL up on some action.
Major STD vector, those "ladies' men."
