I suppose it could be used in a spell for strength, success, endurance, or maybe as an offering to Poseidon, Epona or another horse related deity, or an item to honor them like I keep a peacock feather on my altar to honor Hera. We've used deer hair for spells for prosperity (Don't worry, we ate the deer). Or, it's possible that the horse is the person's totem animal or they are trying to get in touch with the horse totem spirit.

In general, they wouldn't. There isn't a particularly common use for horse hair.
Assuming they aren't making a brush/other sort of mundane item, the closest I can think of would be some sort of token in honor of a horse-related deity, such as Epona.

Hayden's answer is most likely out of them all. Though, I live near several horse farms, I have never went for horse hair. But have bought feathers, etc for masks and clothing.

Any idea from which part of the horse. and which sect of Paganism they pracitce.
Yes they may be just looking for new strings for their violins bows. or if they worship Epona the horse Goddess the will use it it one of the rituals.
