Often, a fair complexioned skin gets to develop skin pigmentation or brown spots. What causes it?

age, prolong exposure to sun and other artificial sources of UV rays (PC, white lights), heredity (if it runs in your blood that you are prone to pigmentation and not applying sunblocks....sunblocks wont stop the formation of pigments but they prevent faster formation

Don't do Microdermabrasion on that area, it would be a waste of time & money. Unfortunately there really isn't any quick fix to this issue. Look online to find a topical bleaching agent for the body, the most common active ingredient for skin lighteners is Hydraquinone. But, be careful with your use and be sure to use a sunblock in the affected area or don't use it for a couple days before and after going in the sun. I wouldn't invest too much time and money into this right now, simply because once you stop treatment it's very likely the issue will arrise again because you're so young.

The sun can do it. Wear a wide brimmed hat when you go into the sun.

I think it is defficiency of vit C & D, tablets are available in market.
