Makes or grows? i.e., to drink as a cup of coffee, or to have as the basic ingredient?
For the former, where ever you go in the Netherlands the coffee drink is consistently good , and for the latter, Kenya bean varieties are hard to beat. I'd then put the USA and Columbia second in these two categories.
But it is all a matter of personal taste. I've had coffee in Turkey that was as thick and strong as ship's fuel oil. And in the USA I've been served coffee that was perfect for my taste in some places, yet only worth using for wood preservation in others! I have a friend for whom two or three grains of instant coffee borders on the 'far too strong'!
We are all different when it comes to coffee drinking, as evidenced by the wide variety of answers you have already received.

I don't know who MAKES the best coffee...but the best coffee grown is grown in Hawaii...Kona coffee makes THE best coffee in the world!! It's the only stuff I drink and actually enjoy...everything else is second rate (or less!)
But seeings how my mom's cafe only used Kona, I'd say the US makes the best too... ;)

You've gotten great answers and it's no doubt true that we all have our own preferences in foods and drink; so I believe "to each his own"! Right now I'm drinking Kona coffee....
